2.1 WHAT IS THE COUNCIL PROPOSING?

The Lon Borough of Tower Hamlets is consulting you about the proposal to transfer the ownership and management of Mansford Estate to THCH. If this were to go ahead, existing Council tenants would pay rent to THCH. For Leaseholders, THCH would become the freeholder, to whom they would pay their Service Charges.

Background to "Housing Choice"

The Government requires all Council landlords to bring their homes up to a certain standard by 2010. This is called the Decent Homes Standard and it requires that homes are in a reasonable state of repair, having reasonably modern facilities and are safe and warm. The Decent Homes Standard is a basic standard, which the Council cannot meet through its own resources. The Council therefore started "Housing Choice".

"Housing Choice" is the name of the comprehensive consultation programme being undertaken by the Council, which will enable Council tenants and leaseholders to express a genuine choice about the future ownership and management of their homes. Housing Choice on this Estate has had two stages.

  • THCH is a registered social landlord (RSL) independent from the Council, with an excellent track record for delivering promises in the Bethnal Green Area in respect of refurbishment and housing management.
  • THCH is a resident led organisation so that residents would have an input into how the organisation is run. It was therefore felt that the trust between residents and Tower Hamlets Community Housing could be built upon and fostered.
  • THCH proposed that the Estate would be managed by the Office at the Minerva Estate in Bethnal Green, which would report to the Bethnal Green Area Residents Board.

  • THCH proposed that the Estate would be managed by a new THCH Office at the existing Rushmead site, which would report to the Bethnal Green Area Residents Board.
