It was clear that things could not continue as they are. The council decided to consult with tenants and leaseholders to see whether they would be interested in working with other not-for-profit social landlords on ways to bring much-needed investment to their homes.

Housing Choice is a three-stage consultation exercise with Tower Hamlets council tenants and leaseholders to look at the options for the management and long-term investment for their homes.

The programme was agreed by the council in June 2001.
