The council and residents will control the process not the landlords. Residents on estates that opt to consider alternatives to the council will be able to consider a range of new landlords and will be able to decide what is best for them.
Where stock is in a poor condition there will be discussions with the government about how funding can be made available so estates with higher investment needs will not be excluded from the opportunities offered by transfer.
