Why doesn't the council just give the properties to the tenants instead transferring to an register social landlord?

In order to dispose of any assets (including the housing stock) at less than market value the council must justify why it wants to take this course of action and obtain the consent of the government. It is extremely unlikely that that this consent would be given especially as local authorities retain a number of statutory housing responsibilities. These statutory responsibilities e.g. homelessness would be impossible to properly fulfil if the council gave the stock away to private individuals (the tenants). It is likely that not all tenants want the responsibilities of or are able to afford the cost of home ownership. Many tenants are desperately overcrowded. This would not change if they owned their own homes. There would be no transfers to larger accommodation and no council homes for sons and daughters to rent in the future.
